This is the site’s measured condition on 2026-07-31, the day of the audit this overhaul responds to, captured before any of the overhaul’s own changes landed. Every later claim of improvement should be checkable against these numbers, not against memory. One row, hand_written_pages_ceiling, isn’t a 2026-07-31 measurement — it’s this repo’s live page-budget ceiling (Story 11.12), raised only in a commit that also makes room for the page it’s raised for.
